Florida has an opportunity to lead the nation in promoting strong marriages and stable families. Research consistently shows that two-parent families create better outcomes for children, reduce poverty, and strengthen communities. However, Florida underutilizes available resources to support marriage and family formation.

To address this, leading scholars propose three strategic policy recommendations:

Redirect 10% of Annual TANF Funds ($56M)

  • Community Marriage Initiatives (CMI) in Florida counties

  • Relationship education for middle and high school students

  • Marriage and relationship programs for adults

  • Public education campaigns on healthy marriages

  • Waiving marriage license fees for couples completing premarital education

Marriage-Friendly Economic & Tech Policies

  • Increased tax and homeownership incentives for married couples

  • Enhanced down payment assistance for married homebuyers

  • Age verification requirements for social media to protect minors

Family Structure Reporting Requirements

  • Mandating state agencies to track and report data on family structure and its impact
